You can still do this in the 'inspector' (F4) area

It may be to far down in the instector to show in screen

You have have to drag the window upwards a tad to get it all shown

The easiest way though, is just simply to right-click on the audio in a track and double-click on the 'transpose' area right there on the menu and put in a value
