I am merely listening to Monitors through the Monitor Out (L and R)

When I pan any one of the tracks using the pan feature/know, no panning occurs in the monitors.  It does occur in the headphones, however.
related to an answer for: SLS 16 - Panning not heard in Monitors. Fine in headphones.

What firmware version are you on? I just checked this on current release firmware 1.9.14636 and its panning fine in monitors and on headphones.
