Vertical spacing in dynamic parts is distorted if chords are on one part but not another.

In a score with more than one instrument such as a melody and harmony part, if I put chords over the melody part but not over the harmony, when I view the dynamic parts the melody part looks fine but that harmony part has large spaces where the chords would have been.  This is particularly noticeable if there is a rehearsal mark above where the a chord would have been.  

If I tighten up the spacing on the part without chords and save it, the spacing in the part with chords doesn't have enough space.  I don't know if this can be fixed but what would help would be if the chords could be on their own staff without having to be over notes.  Then in parts options I could show the chords on the melody part.  The only way I can do this now is to make a copy of the melody part with notes and chords and no chords on the real melody part but with showing chords in the parts option.  That makes the score really confusing as a whole. My request would be to fix the spacing on parts without chords or allow chords on a part with no notes.
