What are considered normal input line levels on a Studio 24c interface?

I have a Studio 24c interface. When using an SM58 mic or my guitar (directly plugged into the interface), It requires the input pot to be turned up to 3 o'clock in order to get a -12db input level. Is this normal for the 24c?
