Better stereo track splitting

The current methods for splitting a stereo track do not allow for maintaining a flexible workflow. Each requires duplicating tracks or audio files. When revisions to the source track are needed, the manual split needs redoing.

OBJECTIVE: Allow for "sends" of both left & right channels to a bus for independent mixing and effects.

NOTE: Given the new splitter insert, a shortcut might be to provide output from Binaural Pan to a bus. This way a track could have a splitter, two B-pans, and sends from the B-pans to buses.
