In Capture 2 I want to import a stereo WAV file into channel 15/16 so that left goes to channel 15 and right to channel 16. However whatever I do, when importing the wav file it will turn the import into a mono signal for each channel.

You have to combine channels 15 and 16 (click once on the symbol below the meter section), then you can import WAV stereo files.
