Is Studio One a one-time purchase or is there a yearly upgrade that you have to purchase?

I know fl Studio is a one time purchase and the upgrades are free but do you buy it and then that's it?

Studio One is not a one time or lifetime license like FL Studio, no.   When you buy Studio One the upgrades are (or have been, historically) free until the next major version.  If you buy it 3.x for example and want 4.x or similar when it arrives, you'll have to pay to upgrade to 4.x.
