Toggling Snap off helps a lot and I think it will be okay for my needs. It appears to be moving 8 milliseconds at a time now if I drag. When I do a nudge (shift and an arrow), it is still only moving in 8ms increments. I have to nudge about 10 times before it moves at all and at that point it moves 8ms.
