I tried resetting the blacklist, and I tried rerouting it in VST Plug-Ins to the folder it's in. What am I doing wrong here?

I had the same problem. I was able to fix the problem by uninstalling the program, then reinstalling. The important thing to do when reinstalling is adding a custom name to the file locations. In my case I added "tone king". then S1 found it.
