Question

It seems there is no way (command) to set the focus to the arranger / track area.

For example, you cannot return to the arranger/track area if the current focus is on a global track such as the Marker track. The only option is to use the mouse.

Some macros depend on the current focus.  So it would be great if we had this command!

To me it seems that some "commands" triggered by keyboard shortcuts are focus dependent while "macros" are not. My workaround is the following: Create a new macro triggering the command in question. Assign the keyboard shortcut previously assigned to the command. Now the shortcut works globally. Hope this helps until some update may fix this.
