Do I need a new tube, new power supply, or to send in for repair?

I just bought a Studio Channel from Guitar Center and plugged it in. No lights on but the needle on the VU spikes all the way to the right. Not sure if I need a new tube or if there's something else wrong with it.

I've narrowed this down to Guitar Center providing me with the wrong power supply. I was given a 9V instead of what I really needed. Still not sure if that's a 12V or an 18V yet though. The Studio Channel powers on with a 12V but, the VU does not light up, nor does it allow microphone audio to pass through. Connecting the mic directly to the interface works perfectly fine. I get absolutely nothing when I run a mic to the back of the Studio Channel, then an XLR from the output to the interface.

Sounds like this was a used or open box product sale. 

When in doubt look at the specifications page of the product manual. 

Page 27 of the Users Guide found on the download page shows that the power supply is a 16VAC 1000ma.

Running with the incorrect power supply can damage the unit and/or the power supply.
