First and foremost, I am a very proud user of Studio One and I am sure there are more of us who would like to be able to enjoy the use of this plugin but we are satisfied with what Studio One artist provides from an artist point of view. The professional version is sweet too don't get me wrong but, VocAlign is just one of those plugins that should be expanded across the brand. I will be the 1st to make a purchase if I see it 1st that is.

You need to purchase the add-on that allows you to install and run 3rd party plugins. Vocalign is a 3rd party plugin, albeit it is now available direct from the PreSonus shop, it is still a non-PreSonus product. Once you have the add-on, you can then go ahead and purchase Vocalign.
