Most recording interfaces are simply multi channel I/O devices. How things are mixed and routed is entirely dictated by the DAW and software you use. If the software can mix and route audio in surround sound, then yes. The Quantum and most other interface devices do not "decode" a surround sound signal like a typical surround sound receiver would.
There are other various options and workarounds depending on what you're doing. General advice, find out what others are using that are doing what you want to do. Go from there.
