where is the control for "normalize"

where is the control for "normalize" when I choose from the menu or keystroke I don't get to choose how much normalization takes place. I'm guessing S1 3 normalizes to 0

Yes.  But you can also bind the "Edit Volume" action behind that one to normalize to any level.
