Pro Tools still taking control of 192 Mobile driver even though exclusive mode is disabled in advanced properties?

I'm having an issue and I can't pin point the problem.  A couple of days ago I was able to open up different programs and hear audio in each one.  For instance, I was able to have netflix open while Pro Tools was running.  Yesterday, I updated my audio driver to the next version for my Studio 192 Mobile.  After doing so, I noticed that when I open Pro Tools...either Pro Tools would freeze or anything else using the 192 audio would stop working.  For example, If netflix was playing the  audio would stop and the video would freeze. ..if my soundly application was running it would either freeze or the audio would just stop.  This was all working before.  I was even able to have 2 DAWs running at the same time and not have issues.

I checked the advanced properties to on all of the playback and recording settings in the windows audio control panel.  I noticed they were set back to exclusive mode.  So, I disabled the 2 boxes for exclusive mode on every device and restarted my PC.  Unfortunately, the problem is still there.  I also tried uninstalling and reinstalling the drivers.  I've also tried going back to the driver version I had before.  None of these fixes the issue.  

I am curious if you happen to know something I may have missed.  I have not been able to come up with a solution from my research yet.   I thought I would ask before doing a complete reinstall of my PC....rather not have to do that.

The simple answer is that you need to make sure your sample rate is the same between all of the applications you are running. 

The problem may actually be that Windows audio is changing the sample rate for your Netflix playback. 

Pro Tools is very finicky about changes to it's environment.You should probably have error checking turned off so that the transport and/or program in Pro Tools does not stop when it senses changes. If your other DAWs are like Sonar, Nuendo, Samplitude, etc., those also have error checking which may cause you to have issues.
