Easier mechanism and more comprehensive documentation for rules creation and use - really: an overhaul! :-)

The rules editor is flexible, but not easy to use. It needs work.

a.) More and clearer documentation on
- How rules work
- How to use rules
- What the ordering or rules should be
- How to include rules
- Where to find rules templates
- etc.

b.) Step-by-step instructions on how to start making a new ruleset
- How to clone an existing ruleset
- How to start from scratch
- How to edit the XML if needed

c.) An expert system hung around rule creation that will set up rule templates automatically according to user specifications as rules are added. Specifically to handle:
- The flag on/off settings
- Ordering of rules to ensure that correct sequences happen
- Adding defaults for common cases
- Suggesting changes
- A visual display of the resulting ruleset to aid debugging - tree diagram or the like.

d.) More rulesets for common libraries
- Yes that's a lot of work, but, if the above were taken care of, that'd be easier and might encourage new contributions too from the user community :-)
