can two  1818vsl's be linked to produce a 16 channel mix?

That's correct. The 1818 cannot be used as a standalone AD/DA converter. It must be hooked up to a computer to function.
You would need to use a standalone ADAT converter such as Presonus' Digimax D8 to expand the channel count of your 1818.
