Can I use Impact Samples that I have only slightly modified (detuned) in a commercial composition where everything else is original. If its OK then can I use the Vengence samples as well in any commercial song?

There are no use restrictions of that type on the included samples that we're aware of but please refer to the EULA for clarity.
