Question

I have 16 bars of rest that I wanted to have split into 8 plus 8 bars of rest.  Notion will only make the first 8 bars into multi rests, and the second group splits into 7 plus one.  If I choose 8 in the drop-down menu, the rests occur as an 8 multi-bar plus 8 individual bars.  The bars are clean with no "extra stuff" in them.  

What is going on?  Can anyone help?
