Does the Quantum 26x32 Thunderbolt 2 offer REAL TIME plug in's while recording the way Apollo does?

I need to upgrade my hardware.  I've been using the old FireStudio Tube interfaces to track drums (since it conveniently has 10 xlr inputs) but it hasn't been connecting properly.  I'm considering the Quantum but wanted to first know if it can do real time plug ins while recording the same way the apollo interfaces do.  This would be super helpful.  Otherwise I might have to bit the bullet and get an Apollo

The whole point of quantum, is that latency is so low that you can record with the plug ins in your DAW in real time.
