I have studio one 3 artist, I purchased the vst plugin expansion. Do I still need professional version to be  able to mix and master if I’m going to be mastering  with other software like EZ mix in my studio one DAW? Thank you

Yes, the Mastering Module is part of Professional. Professional has everything and it's the most affordable DAW in addition to being so good. If you're not in a rush, 4th of July and Black Friday usually sport 1/2 prices sales on an upgrade. Maybe even sooner for all I know.

You must have the Professional version to use the Mastering Page.

However, it does not necessarily mean you cannot (mostly) master a song without that page. As long as you have the plugins you need and can run them on the song page, you can still do mastering things (e.g. peak limiting, trimming, etc.). Mastering plugins would be most commonly inserted in the 'sends' (i.e. not inserts) of your Master fader. You may need the mastering page function to enter metadata (e.g. ISRC, etc.), though..
