I have a Studio 18/10 audio interface. I would like to upgrade my Mac OS to 10.15 Catalina, but I received an email last week saying don't, that Presonus hardware and software were not compatible with Catalina. Questions: 1) Does this apply to the Studio 18/10? 2) If it does, when WILL it be? 3) How will I know when it is? 4) Will there be a download driver or something to upgrade my hardware. This really should have been available upon release of Catalina, it has been out in Beta since June.

Every major hardware manufacturer has said "WAIT" at this point.

It's a MAJOR change in the way the OS works and interfaces with hardware. If you're smarter you'll probably wait another month or two after PreSonus says it's a go. I suspect some early adopters will have issues, but hopefully I'm wrong.

It's ready when all their testing is done AND it passes all known configurations. Not trivial.

Products change between the betas and the final builds, so PreSonus is not alone in telling everybody to wait a bit. It's also a major task to test all the combinations. I don't work for PreSonus, but they would be dumb to publicly announce a date UNTIL it passes testing. They may think it's ready, but until it passes all known test cases, they won't release. (Even then there can be issues.)

If they could have had it out before now, they would have. Same with all the other manufacturers.

To have some perspective, check out this page from Sweetwater. So far I don't see much that is claiming certified:
