Your multi-touch screen will work great using TUIO mode in Studio One. And yes, it does everything you're asking about and more. There's definitely a learning curve: for example, it took me a while to learn how to use touch to do a data zoom in the music editor. I'm not familiar with the 2-in-1 computer, but as long as the touch screen you have works with your computer's OS you should be fine. The required gestures are defined within Studio One.
That said, multi-touch is a very different way of working. I like it. Some people don't.
I find a combination of multi-touch, mouse and keyboard shortcuts to be the most efficient.
