Snap to grid doesn't seem to be working!

I've tried all the obvious things (Toggling SNAP on, Setting SNAP to BAR/GRID)

Please tell me what I am doing wrong.

I'm having the same problems and it's driving me bats!! I'm certain it has to do with Quantize set up, but I can't figure it out.
