Question

Hi, I am running studio one 3 artist version. Recently I downloaded some sounds that I wanted to use. I managed to get them into my song, but they didn't behave as I would have preferred. After some googling I learned about the mp3 converter. Will the converter just make me able to add the files as I have done now, or will it make it so they behave as the sounds that came with the original download of studio one?

If you want to import and/or export mp3s in Studio One artist then yes, the mp3 converter would be useful.

If you do not wish to use mp3s then no, you do not need the converter.

Not sure I understand the second half of your question.

If you wish to utilize MP3s in Studio One 3 Artist, you would need this Add On in order to do so.
