I have my guitar on a new track, I'm getting a clean sound with level but when I drag let's say red light district onto the track it doesn't change the sound,....what am I doing wrong,....

Make sure you are "software" monitoring when you add the effect. If you are hardware monitoring, the VST effect will not be heard.
