Tweak Dynamic vs Sequencer Velocity

I am a little confused about the relationship between the 'Tweak Dynamics' option and changing the actual note velocity in sequencer mode. It would appear that the 'Tweak Dynamics...' option (in the main menu) affects the dynamics of the whole piece rather than the selected note(s) - is that correct? In which case is it effectively just offsetting the individual velocities of each note?

The tweak dynamics option will increase or decrease the level of volume that you receive from your dynamics.  You can simply double-click a dynamic marking and add a +1 or a -1 to the end of the dynamic to change it manually.  The dynamics do not run off of MIDI. They affect volume. The sequencer staff overlay, which is accessed with the tab key will allow you to change MIDI velocities of notes on a per-note basis.
