Okay I did all that everything current with the 400 firewire but Im still getting this message

device driver software was not successfully installed.

Please consult with your device manufacturer for assistance getting this device installed

I can't help you with the codes and Windows in general, but I would like to direct your attention to the download page of SL 16.4.2. This is the direct link: http://www.presonus.com/support/downloads/StudioLive-16.4.2.

The latest version of Universal Control for legacy boards is 1.7.4, but it may well be that 1.7.2 works better on your system. It is very important to use matching versions of firmware and software. Also Windows 7 needs to have Service Pack 1 installed. Please read the paragraph under "Legacy Downloads" and the "release notes" for the UC you want to download.

For the FireWire card please check this thread in the Knowledge Base: http://support.presonus.com/hc/en-us/articles/210047053-Is-there-a-Firewire-Compatibility-List-for-Firewire-cards-. The chipset of the card must be compatible and make sure that your are using a 400 to 400 cable. If you need more help, please ask your question in the forums ("StudioLive Classic").

I see your having issues with communications with your legacy 16:4:2 over firewire 400 protocol. What you haven't done, or if you did I missed it, is verify that your firewire card is compatible. If it's an OLD computer with onboard firewire you would need to verify the chipset, that is listed in the above answer you posted. The location of the information is there as well. If by chance you do have the correct card/chipset, it MAY be bad...The cable could also be faulty, I have personally seen both. Perhaps a Tech service ticket is the best way to solve this if you don't have any other options, but try a  different cable, a shorter cable if possible, or different firewire port/device. Until were sure these questions are answered moving on will be difficult. If this worked in the past these are especially pertinent questions. Also a wipe and reload of the software might help.
