This is a driver signing error.
Universal Control 1.8.3 released towards the end of 2016 resolved this issue.
Newer releases of Universal Control 2.0 do not exhibit this error.
If you're on an older release of drivers and run into this issue, then your operating system may be newer and won't let you install unsigned drivers. In that case you'll need to revert back to an older version of the OS to run older unsupported releases of the driver.
This was due to a change in how Microsoft now requires all device drivers to be signed or the system will not use it. OEM systems from Dell, HP, or any store bought system will not have any work around for this. You'll need to use the newer drivers to resolve this issue.
