How can I categorize the plugins (both presonus and 3rd party) by their usage, e.g. dynamics, eq, reverb etc.

Already available since 3.1. You can create your own folders and use folder view. Check the manual: The Browser > Instruments and Effects Tabs and especially Folders and Manage Plug-ins.
