Why is my condenser mic still getting signal with Phantom power OFF and preamp gain ZERO ?

I have a condenser mic (Audio Technica 4033a) plugged into XLR channel 1 (on the front panel) of my Studio 192.

I am getting normal signal from this mic even with phantom power turned off.  I'm also getting signal between -20 and -30 even when the preamp gain is set all the way down to zero.

Why is this possible?  Is it always getting phantom + some gain?   

I've updated all firmware / software.

Seen that happen on rare occasion with older firmware.

Ensure you install the current Universal Control and update firmware.

Additionally, Turn 48V off.  Wait 30 seconds.  Quit UC.  Not just close but Quit the program.  Then reopen UC and verify that 48V is not on nor supplying power to your mic.

Power OFF/ON the 192.  48v should not be on and should not supply power to your mic.

If issue persists, contact PreSonus Support.

I have noticed the same thing.
Also with the instrument input set to 0dB i have a quite big signal from my guitar (no active pick up).
