After I make a change in UC Surface for Studio 192 or after making an adjustment to a preamp level on the front panel of the 192, the left arrow button blinks.

This indicates the DSP updating or writing internally within the unit. The fat channel is active on the input path on the 192 itself, so any changes to UC Surface will need to be written to the internal memory of the 192 itself.
