My hard disk is broken for the moment, so i can't access to my "Studio One Artist" and my musics... I want to know if my files are stocked on the cloud or in my computer ?

Song files are on your local machine. Studio One does not store song data in the cloud / my.presonus.com account.

If you need to reinstall your program and soundsets, these can be downloaded from your https://my.presonus.com account.
