(For StudioLive 24.4.2) Have a CDR and using tape out to that device, can I also use the digital out as well at the same time to record on another device, thank you

Yes. The SPDIF output was designed to provide that functionality so the main audio can go to the sound system. 

To see your output connectivity options including which outputs are mirrored, look on page 93 in the StudioLive Reference Guide found in the StudioLive downloads area for the block diagram.
