Its possible to transfer a showfile from Presonus StudioLive 16 Series III to Presonus StudioLive 24R and back?

and  its possible to use with StudioLive 16 Series III 24ch from StudioLive 24R and 8 inputs from the console?

1: It would be possible but given the difference in inputs etc there would be some missing information.

2: Yes, you can certainly do this. You can use network inputs from the rack and local inputs on the mixer at the same time.
