Allow Track Selection with Range Tool (stand alone and upper event area)
on mouse down (mouse click) for:
- empty Tracks area background (before/after events) at the moment only by clicking on an event or by drawing a range selection on events
- Folder Track Events and empty space/background at the moment only by drawing a range selection on Folder event
