Above you can see Bars 19 20 21 and Beats 19.2 19.3 19.4 etc

I always wondered "Why duplicate Bar number in every beat number? It clutters interface"

If you leave Beats like 2 3 4 nothing will change except interface will be less cluttered.

Two notes, maybe the rule should become “only show the leading digits when needed, and only for the first applicable subdivision” so if you zoom in and only 19.2 and 19.3 are visible, show “19.2    .3”.    If you zoom out and see 18.2 to 19.4 it will change to “18.2   .3    .4    19    .2    .3    .4   

Also I think it might be more clear if your title said “Unclutter Timeline Bar Display By Removing Unnecessary Digits”

Just to differentiate the request as being specific to the bar display on the timeline rather than the display in general. More specific display requests often get done faster.
