At this point in time, it is not possible to create a real title page. A title page DOES NOT have any staves. It will have the title, composer and exact instrumentation list and other various text. Sibelius can do this ... not sure why this has been on oversight for the Notion developers as it is a requirement if you plan on having a score performed by an orchestra or band.
