Question

I created a new instrument track.   The Piano Roll is already populated with midi notes matching the midi notes from a different track.

This is specific to one song I've been working on for a while. it currently has 15 instrument tracks and no audio tracks.

What are the exact steps you took to "created a new instrument track"?

What you are experiencing is exactly what you'd get if you right-clicked on that existing MIDI track and chose "Duplicate track/complete".

If I hit T and choose "Instrument track", even if I create it based upon an existing Instrument track, the MIDI events are not copied.
