How Do I Delete Line Breaks Between Measures?

I've imported a midi file from another program and all displays well in continuous view mode. However, in page down and page across view modes, the measures sometimes have strange line breaks, meaning that one row will have only one or two measures, and I can;t figure out a way to remove any "hard line breaks" between those measures so that the measures appear consistently across the page. I've experimented with Show Layout Handles, and that allows me to adjust the width of a measure,

but how do I make sure the following measure(s) (meaning Measure 10 in my example) wrap consistently after that one, without a line or page break?

You will want to right click an afflicted measure and go to "measure #."  Choose "Regular Measure" or "No Forced Break."
