Is it possible to store scenes on a 16R internally or in UC surface?

The 16R has the latest firmware:  2.0.1.16038

Both. In UC Surface you save the project (includes the scene/s) in the mixer and via the option "Import/Export" you copy the project to "Local", which can be computer or tablet. It makes sense to always have the latest version of a project stored in the mixer and on the "local" device.
