Does using thunderbolt 3 to 2 adapter cause any additional latency compared to direct?

I am deciding between buying quantum 2 or quantum 2626 to use with MacBook Pro 2015

No it does not, it's just a format converter. 

With the Quantum 2626, connect the Apple Thunderbolt 3 adapter directly into the back of the Quantum 2626 to give you a Thunderbolt 2 connection to your MacBook Pro with TB2 ports. 

Don't use the StarTech, Akitio, Cable Matters or other 3rd party TB3 / TB2 adapters in this manner as they do not provide bi-directional functionality, only the Apple adapter provides this ability.
