Quantum 2 interface poping and hissing after following recommended settings

Hi im using a brand new Dell - Inspiron 15.6" 7000 2-in-1 4K UHD Touch-Screen Laptop - Intel Core i7 - 16GB - GeForce MX250 - 512GB SSD + 32GB Optane - to with a quantum 2 interface. Im using the the startech 2 to 3 device that you guys recommend.
I Enable optimized PreSonus power plan for Thunderbolt Audio Streaming as well as described in other forums. Im still hearing hiss and small poping thow less then i did before Enable optimized PreSonus power plan for Thunderbolt Audio Streaming. I have even changed my rates to cd quality and im still hearing hiss and buzzing. Why? I spent a bunch of money on a new computer worh specs way above device recommendations to achieve quality performance. Im starting to think presonus makes bad equipment. Do have a solution to make this quality sounding with no hissing? If i decide to cancel just buy the quantum 2626 should i expect the same ****** audio quality? Furthermore all the claims you make about being able to record in absolute 64 bit is garbage from my personal experience. Lately you do a horrible job giving users intstructions on how to set up the quantum with a computer. For example it took me many many hours of investigating to figure that i needed to Enable optimized PreSonus power plan for Thunderbolt Audio Streaming to eachave anything. Im extremely frustrated and i need help. Its so *** frustrating to pour all this cash into recording geer and then have it not work. Extremely extremely annoying! Help pleas.

Gee, I have nearly the same problem with nearly the same set up, but I DO have a Quantum 2626.  I'm a bit discouraged that there was no response to this. Was it every resolved through other methods?

Me to, using a new Dell G5500 with thunderbolt 3 a quantum 2626 and the audio out is just ****.  What's the fix, anyone.
