I have the same problem, and there is no section divider where you say it is, and so no dragging down is possible.

I am withdrawing the question, I finally figured out that for the window with Follow Chords options to appear you just have to click the Track controls area, but when you go back to the Chord Track that window disappears again. Should have been pointed out in the Manual. Thanks!
