Had the exact same thing with my AR16c. No matter what I tried neither of my computers recognized the console. After a bunch of research and numerous bad words I learned that all USB C cords are not created equal. Some are just for charging and some are specific to data transfer. I got rid of my pricy braided beautiful 10 ft usb/usbC and grabbed whatever I could get that had "data" as part of the description and Windows found it instantly on both computers. I later replaced it with a quality Data USBc and all has been well ever since. Might not be an across the board solution but it worked for me.
