Is it normal to have white noise without connecting the input?

If the knob of inputs 1 or 2 is set to maximum and the mixer knob is fully set to the input side, noise will be heard (even when the input devices are not connected).
Is this normal?

Yes, some interface does this. Its the noise floor.
