I upgrade studio one3 artist to professional version and I realize that there is some files(ex. loops, sound kits, etc) I have to download. But it keeps failing. Do you know why?

We did take a deep look into this issue and have been working with our global data cloud team to correct some unforeseen issues and outages globally that caused some redirects of bandwidth and ultimately caused similar issues for quite a few customers.
