Is there a way to edit the parts generated from a score to replace some of the rests with small notes from one of the other parts?  This is kind of basic for professional-looking parts in classical pieces.

Yes you can write these - search for cue notes in the User Guide, or go to page 10.28

In full score, copy the notes, and paste it into another part. Select this measure, right-click, Notes>Show as cues.

By default, the cue notes will not sound in playback.
