I don't see a way to do that practically. For your example, most of us would create a VCA fader and handle it that way.
In your example above, if all the settings start different, do you assume the final change is "take the existing setting for each Effect as the starting point, then add/subtract X" or is it "Set all of them to the new setting?"
That's a can of worms that is handled by VCA faders, which keeps the relative levels, AND allows you to adjust individual faders at the same time.
I suspect it could be done, but it depends on how someone is managing their gain staging. It would also get very interesting on some effects which are very complex and have interactions among the options.
