Where can I find Photo jPEG for Windows?

I'm running SO 3.5.4 under Win 10-64. I understand the discontinuity QT problem, due to ethernal Apple/Microsoft war, I guess. I'd like to get his Photo JPEG codec to see and process MOV files on SO, if possible. Thanks a lot.
